As a result of survey carried out by VTsIOM, 76 % of
the population believes that Putin cannot solve the Chechen problem. Monthly
survey of VTsIOM since October 1999 till March 2001 by the Russian
representative voting shows evolution of public mood during 16 months of the
Chechen war. 51 % of the population supports negotiations with leadership of the
Chechen Republic, 38 % are in favor of continuation of the approach of federal
armies. In autumn 1999, this ratio was 19 % to 73 % specifically.
70 % characterize the situation in Chechen Republic as
the beginning of guerrilla war.
53 % consider that military actions will proceed for
many years, 30 % - as the minimum one year and only 10 % believe that war will
come to an end in autumn.
On the question: "What will be the end of war?
", 27 % answer, that Mujahideen will be crushed.
In opinion of sociologists, in the Russian society
traditionally there is a cult of victorious war. Defeated wars are painfully
reflected in public consciousness. "As the stereotype of solution from
deadlock wars is not present, continuation of military actions in the Chechen
Republic will lead to decomposition of society, - considers Lev Gudkov,
sociologist of VTsIOM . War should be stopped, there can be no other solution".
Interesting results have also been shown by survey of
radio listeners of "Echo of Moscow" on March 28. 79 % taken part in
virtual voting on radio "Echo of Moscow" believe that insurgents
really supervise the situation in the Chechen Republic, the radio station
informs. By results of five-minute electronic voting within the framework of the
program "Ricochet", 79 % callers (1005 person) believe that situation
in the Chechen Republic is really supervised by Mujahideen, and 21 % (267 person)
consider that the federal authorities supervise the situation.
In total, 1272 persons have made telephonic calls to
radio station. The audience of "Echo of Moscow" is considered
pro-democratic and is focused on so-called values of the Western society.
As it was informed earlier, Russian National Committee
made open appeal to Presidents of Russia and Chechen Republic about the
immediate beginning of official peace talks in Moscow on March 29 "For the
termination of war and establishment of peace in the Chechen republic".
Large-scale petition of citizens of the Russian Federation began in support of
this appeal. It was declared at a press conference in Institute of development
of press by organizers of the committee, which was created in middle of March by
known writers, political and public figures.
"Any war is dung and when we have lived 50 years
without war in our own land and for the first time have sighed of relief... For
what purpose, we have to enter there, where we are not called - to Afghanistan,
to Chechen Republic? We will never be right there, as Germans were not right,
while fighting against us in Russia. Chechens are compelled to resist... ",
- Alexander Tkachenko (Russian PEN - Center) while opening press conference with
the citation of a member of National Committee, writer Victor Astafev.
"Today 51 % of the population supports
negotiations with the leadership of the Chechen Republic while only 19 % are
adhered to such opinion in the beginning of the second Chechen war, - evolution
of public moods during 16 months of war has been shown in figures by sociologist
of VTsIOM, Lev Gudkov.
"Not simply the weariness from events in the
Chechen Republic is observed in society, but sensation of abnormality of the
event. 76 % of the population of Russia believes that Putin cannot solve the
Chechen problem ", - the sociologist added.
The appeal to Presidents and mass petition in its
support is the first action of committee "For the termination of war and
establishment of peace in ChRI". The task of the committee is realization
of the All-Russia public campaign. The decision on creation of committee was
passed by the All-Russia emergency Congress in protection of human rights on
January 20-21.
