Asaev - representative of President of Ch RI, Maskhadov in Azerbaijan, in
interview with agency "Echo". Asaev, "due to the fact that the
pro-Russian administration of Ahmad Kadyrov prepared the decree for the
foundation of its own representation, however it was not signed yet" -
specifies agency. "They know that Àsaev obviously will not agree to represent interests
of Kadyrov here, therefore even if this decree will be signed, anybody will not
arrive here " - declares Ali Asaev.
It was earlier informed
that the Head of department of the Ministry of the Russian Federation on affairs
of federation, nationalities and a migratory policy, is now in Baku, Igor
Zadvornov declared that the government of Russia is going to open "representation
of the Chechen Republic" in Baku. In this connection, a number of the
Azerbaijan Mass-Media actively discusses the arising situation. His point of
view on the announcement of the Russian official was expressed also by
representative of Maskhadov in Baku, Ali Asaev in interview with agency "Echo".
Under the statement of this agency, hearsays are roaming recently that Ali Asaev
disappeared from the Azerbaijan law enforcement organs.

addressed to Ali Asaev with these questions. However he clearly denied hearsays
that he was compelled to disappear. "Any Chechen here does not disappear.
Though, unfortunately, today law-enforcement agencies of Azerbaijan have started
to cooperate more with the Russian colleagues than me. Earlier, they were
demanding guarantee personally from me. However today representatives of law
enforcement bodies of the Russian Federation are directly in Azerbaijan and
quietly locate the presence of Chechens. And, many Chechens are pursued here
really ", - noted Àsaev.
On the question that why
such changes happened, Àsaev made the assumption that it is connected with any agreements reached
during visit to Baku by Vladimir Putin. What about the statement of Zadvornov
for opening of alternative representation, Asaev expressed confidence that it
will not take place. The dual power is impossible, he considers, the
representation in Baku was founded by the decree of lawfully elected President
Aslan Mashadov.
"I am the official
representative of the Chechen Republic, and they like it or not, Maskhadov was
recognized by Russia since long time, and similarly many joint documents were
signed between ChRI and Russian Federation. So that the Russian or Azerbaijan
government couldn’t speak, all of them equally recognized us", - told
Asaev. "These are not my ambitions or threat, the question is that only
Chechens should open representation. No Chechen here can replace me, till I am
discharged from this post by decree of Maskhadov", - representative of ChRI
declared. At the same time, he does not think that Azerbaijan government may
take such a step. Asaev said, Firstly, they are Muslims and Caucasians and
Secondly, Baku should know that for the sake of improvement relations with
Russia, this step nevertheless would be taken, under threat that Azerbaijan has
relations with Chechen people.
", I think that
Azerbaijani government today is not going to spoil relations with all people.
Therefore, Baku will not approve idea of opening an alternative representation",
- noted Ali Asaev. "7180 refugees from the Chechen Republic are registered
in Azerbaijan today. Basically they are women, children, wounded and patients.
Here are young people also, but it does not speak that they are gangsters or
terrorists. It is an official belligerent party, the civil militia, struggling
for freedom. Therefore, they will not allow Russians to represent their
interests in Azerbaijan. To open here alternative representation, Azerbaijani
side should deport all these refugees. If it will take place, I will leave your
country with the protest; our refugees will also do the same. But I do not think,
that it may happen". On the question - whether representative of Mashadov
tried to enter in contact with law enforcement bodies of Azerbaijan to stop
handing over of Chechens to Russians, Ali Asaev declared:
- " I never tried to
make relations with law-enforcement structures of Azerbaijan – but they are in
contact with me. We have the opportunity to contact them to express our
indignation on this occasion. I repeatedly declared that any normal state, which
recognizes its independence, has no right to break the international rules on
handing over of such people. We are not against extradition of criminals. It is
necessary to be done even in the Chechen Republic. But the matter is that they
are not citizens of Russia. We do not recognize it. Besides, before the arrest
and giving out of somebody, it is necessary to study guilt of these people
carefully. Every Chechen is guilty for Russia. Please, if today Asaev will be
handed over to them, they tomorrow will impose 20 clauses of their law on me.
Therefore I am expressing the will of all Chechen people, do not advise the
Azerbaijan government to give out any body of the guilty Chechens to Russia
".
In opinion of Ali Asaev,
demanding the extradition of Chechens, Moscow judges its degree of loyalty to
Russia. Representative of ChRI has described humanitarian position of the
Chechen refugees in our country to be very grave. "Azerbaijani authorities
have not allocated any premises for them. We do not condemn them for it - as you
have you own million refugees. But it is very hard for us. Here were two
humanitarian organizations assisting Chechens, but now they are not present
", - speaks Àli Asaev.
Commenting on events in
the Chechen Republic, its representative in Baku declared that Chechens actively
prepare to change the situation in their favor in summer. The guerilla warfare
will soon be completed and offensive will begin, he noted. Asaev denied reports
of the Russian authorities on the beginning of withdrawal of its occupation
troops from the Chechen Republic. On the contrary, as he said, new groups of
mercenaries are arriving there.
