The question on situation
in the Chechen Republic was raised at the session of the so-called Commission of
the United Nations under human rights in Geneva on April 5. Russia did the
utmost to prevent voting on the new resolution once again condemning violations
of human rights in the Chechen Republic. Minister of Health of government of
ChRI, Umar Khambiev was deprived of speech as a result of the protest of the
Russian delegation. It is interesting, that Russian protest was accepted
practically without discussion. The Commission on Human Rights, which gathered
to discuss infringement of these rights in the Chechen Republic, refused to
listen to those, for the protection of whose rights gathered this commission.
Absurdity and hypocrisy of the position of Europeans is so clear, that any
estimation of the event will not highlight all depth of moral degradation of the
so-called World Community, which daily washes the Chechen blood from the Russian
vessel.
The protest of the
Russian delegation was announced during the speech made on April 4, in second
half of day, by Minister of Health of the Chechen government. He spoke on behalf
of the Transnational Radical party, which is non-governmental organization (NGO),
which gave him the right on five-minute speech during session of the Commission
of Human Rights as he was refused to make a speech on behalf of Chechen
government. Making comments on the session of the commission in Geneva, some
European newspapers described, "Umar Khambiev spoke about the experience,
connected with his medical practice, and also touched questions of the
sovereignty and politics. It was already too for representatives of Moscow, who
as a result, interrupted his speech four times because of using wrong, from
their point of view, political terminology. Then Russian representatives
addressed to the Chairman with the request to deny the right of speech to the
Chechen representative". In unfinished speech, the Chechen Minister of
Health told about the long hours, which were spent by him during bombardments of
Djokhar city up to the moment of the withdrawal of Mujahideen from city, and
also about his arrest on February 2, 2000 in Alkhan-Kala, where he was with 18
physicians and 76 injured in the hospital, which was also destroyed as a result
of bombardments.
"Three long weeks,
we were in a hell of filtration camps. It is hard for me to speak about it, I
shall confine my speech to say that these were heaviest hours of my life",
- he told. Coming out from filtration camp, Khambiev passed eight months in
mountains and looking after for injured. Eventually, he was ill as a result of
the tortures practiced on him. "Today in territory of the Chechen Republic
operates more than 800 filtration camps ", - declared Umar Khambiev.
Umar Khambiev declares
about more than 20 000 person, disappeared without any report, and approximately
the same number of prisoners. According to estimations of the Chechen Minister
of Health, on August, 2000 in the Chechen Republic, more than 87 000 person were
killed, 200 000 wounded, more than 30 % of the population of Republic lost their
dwellings. 90 % of hospitals were destroyed ". In this war, which he named
"colonial", "all kinds of the weapon available to the Russian
army were almost used. "I treated people, injured with missiles "ground
- ground", systems of "Grad (hailstones) ", "Uragan (Hurricane)",
fragmental bombs of all kinds, various mines, bombs containing nervous paralytic
substances ".
Western journalists
inform that speech of Khambiev was interrupted by the Russian representatives,
who prevented him to address to the International Community with an appeal of
rendering medical aid "for those, who still remains in Chechen Republic,
and also for the refugees, who are living outside the Republic". "Medical
aid is necessary for Chechen people, but it appears practically useless if it
will not be possible to put an end to current conflict. Speaking medical
language, the United Nations should play a therapeutic role, coping with the
illness, instead of its symptoms ".
In this connection, he
put forward two offers:
1. It is necessary, that
United Nations should set up the beginning of serious negotiations, with its
participation as intermediary, between Russian leaders and the lawfully elected
President of Chechen Republic, Aslan Maskhadov;
2. It is necessary that
United Nations should condemn mass violations of human rights in the Chechen
Republic.
In the speech delivered
at session of the Commission by the Supreme Commissioner on Human Rights under
Mary Robinson, "the most serious anxiety" concerning the situation in
the Chechen Republic was expressed. Mary Robinson accused Russia of violating
the resolution passed on April 25, 2000, calling Russia to create independent
inquiry commission and not to interfere with envoys of the United Nations to
visit places for check of possible violations of human rights in the Chechen
Republic. Moscow declared that it does not feel like connected to this
resolution, calling it "unacceptable". Mary Robinson today again, as
well as yesterday, declared the necessity of realization of serious independent
investigation in the most suitable way to resist to gross violations of human
rights ". Thus the verbal appeals and requests to Moscow are not proving
helpful. Practically all so-called international organizations including United
Nations, do not wish to aggravate relation with Russia and consequently the
Chechen side precisely regards all their actions and appeals, supporting to
genocide and massacre of Chechen people.
