The
existence of the document we bring to the attention of the reader became known
in Chechnya already in 1998. When
speaking on the Ichkerian television broadcast Ahmed Zakaev cited excerpts from
it. The mentioned text was
published in the newspapers “Caucasian Chronicle”, “Great Jihad” and
“Caucasian Bulletin”.
However,
very few trusted the originality of the document since the cynicism that
permeated the note intended “for official use” of FSB workers, who operated
actively on the territory of CRI, appeared unnatural and incredible. Now one can state daringly that the given document is not a
Chechen ideological forgery but a real original!
The entire course of subsequent events demonstrates that the fight against the
independence of the Chechen nation had been waged in accordance to a specific
plan. In the future, Chechens will
be obliged to show maximal vigilance to avoid previous mistakes.
The essence of the special services’ methods never changes but the
methods are periodically renewed depending on the requirements of the day.
The
empire has mobilized all forces against its enemies.
Entire institutes are functioning but they have never invented anything
fundamentally new. However, we must
be aware of their methods and then the enemies of the Chechen independence will
sustain a final defeat since all their acquired habits are on the level of
conditioned reflexes not more! So,
read the document itself, where everything is described in details and draw
appropriate and correct conclusions!

…There
is no choice of means. In this
situation morals should be remembered only in the context that it is amoral for
us to lose Russia. The defense of
the State is the supreme moral for the Russian people and its political elite.
Refusal of defense motivated by amorality of a number of actions in
Chechnya, which are required from us, is criminal as it delivers a blow against
Russia itself.
Our
actions:
To cleave the criminal-political elite in Chechnya by all means.
Maskhadov must hate Basaev, Basaev must hate Arsanov, Arsanov must hate
Udugov, Udugov must hate Gelaev, etc. Everybody
has to quarrel with each other. Chechen quasi-parliament, where yesterday’s
bandits dressed up in civilized suits sit but have no idea of what parliamentary
activity means, should be tied by a struggle for power and influence against
Maskhadov’s government. It is
long noticed that Chechens are inclined to passion and showiness.
It is necessary to use these base instincts.
A couple of noticeable interviews on the Russian television for the
so-called parliament or Raduev will be sufficient for them to feel like saviors
of the Chechen nation.
We
should actively use our mass media. People
watch the main Russian television channels in Chechnya.
It is necessary to influence the subconsciousness of the Chechen crowd
and their leaders. Press should pay
more attention to those who express power ambitions. Maskhadov must feel the breath of opponents at his back.
Strengthen
the work of propaganda. Rumor is
one of the most important factors in the Chechen social life.
Czarist generals, later the Soviet power, always employed the extreme
susceptibility of the Chechen character as a lever of controlling behavior.
Thus, more negative rumors. People are naturally inclined to fantasy and hypertrophied
perception of reality. Thus,
the more unfeasible the rumor is the better it is.
In addition, the sequence of rujmors should be uninterrupted.
Let them talk about a disease of Maskhadov today, about a quarrel of
Basaev and Udugov tomorrow, about fabulous income of Arsanov after tomorrow.
Periodically a gossip about Maskhadov’s flight being prepared, which
can considerably restrict the Chechen president’s voyages abroad, or about a
plot of Gelaev and Yanderbiev being prepared...
…By
using our mass media, surely and resolutely assert the venality of Chechen
leaders. Prepare a series of
articles and information drain with the use of materials of radio interceptions
and telephone conversations. With
an appropriate compilation of fragments of telephone conversations a high
quality compromising material can be prepared.
Utilize
the religious factor as the most preferable for propaganda.
There is a branched sectarian structure in Chechnya, representatives of
which are not fond of each other and are sometimes at quarrel.
Islamic fundamentalism reinforced its positions during the war.
It is necessary to employ disagreements of all these trends and set them
against each other. It is important
to know that if we succeed to cause a clash between religious groups we will
gain control over the situation in Chechnya for a long time.
Thus, it is necessary to bring to light the most uncompromising Chechen
leaders from the common mass and pin a label on each of them.
The label of Wahhabism is the most effective for the Chechen
consciousness. It should be
remarked that this label acts practically without failure in Chechnya and
Dagestan. Surely and resolutely
“Wahhabits” should be marked through our mass media, agents and the rumor
system. This strategy must
ultimately lead to an irreconcilable confrontation between the followers of Sufi
trend and Islamists, which will transform into a conflict between “Chechen
patriots” and “Islamic fundamentalists” in prospect.
It
is crucial to intensify Chechen nationalism and direct it against Islamism.
The experience of young Turks headed by Kemal Ataturk shows that
nationalism is the most effective way to confront Islamism.
It is necessary to state all the time that Islamists want to arabize
Chechens. It is necessary to excite
Chechens all the time with the ideas of their exclusiveness and superiority to
other nations. Push into the
background the Islamic factor of the past war.
Force into the consciousness of the people the concept of Chechen courage
and bravery that do not pertain to other nations but is characteristic of
Chechens only. It is necessary to
accuse Islamic fundamentalists of secret and treacherous projects to arabize
Chechnya. Chechens must associate
Islam with arabization... Massive ideological processing must be accompanied
with particular measures on the territory of Chechnya.

The task of the first plan is fulfilled easily: in the destitute country it is
not difficult to find people, who want to earn money, at most and immediately.
This can be accomplished with the help of journalists and humanitarian
agency workers. They must become
goods. In the next stage everyone
who has money must become a goods. Obviously,
the best effect will be achieved if the objects of attacks are neighbors of
Chechnya.
The
realization of the proposed special measures will provide time to the Federal
leadership to prepare more thorough steps towards disintegration of Chechnya,
discord and discredit of the separatist leaders.
Chechnya must be divided into zones of influence of Chechen leaders and
groups. Our objective in that case
is to organize hostile actions of leaders and groups against each other.
The most effective way of stirring up passion is the insult of religious
convictions and physical elimination of opponents on the basis of religious
signs.
Options:
arsons of cult buildings (mosques, cemeteries, mausoleums, etc.) and mutual
insults on mass meetings and in media with subsequent condemnation of actions of
groups hostile to each other. Our media, with superficial neutrality to the
occurring events, must always give information about preparation of new hostile
actions of one group (or leader) against the other or give various versions of
the events taking place.

construction is Wahhabits’ action.” Hereafter
immediately give a brief note on the ideology of Wahhabism, which does not
recognize cult.

no.2: “Explosion of a bomb in
the building of Shariah court is a revenge of relatives of the convicted fighter
of Raduev’s army, who was prepared for imprisonment for a delinquency
insignificant in Chechen standards but strictly punishable in Shariah.”
Then complain that Shariah courts restrict the love of freedom of the
Chechen and Chechens will hardly part with their liberty, which they protected
even in the times of Shamil.
The
set of special measures in Chechnya is called to finally return the control of
Russia over the territory of Chechnya. For
these reasons, it is necessary to protract negotiations till 2001 and prepare
for the decisive actions in a thorough manner under any pretence.
It
is also important to stress that all our efforts and plans can be vain if there
is no corresponding funding. In
conditions of permanent reorganization of force structures it is important to
create also a special inter-departmental group in Chechnya that would assume the
entire responsibility for restoring the control of Russia over its rebellious
subject.
