Official Tbilisi refused to
participate in Georgian-Ossetian consultations on issues of economical
co-operation and refugee problems with participation of Russian representatives
and OSCE appointed on Thursday in Moscow. The position of Tbilisi is caused by a
memorandum about economical co-operation signed by mayor of the Russian capital
Yuri Lujkov and the President of South Ossetia Lubvig Chibirov on May 23 without
taking into the account interests of Georgian side, a personal representative of
Georgian President on issues of conflicts regulating Irakli Machavariani stated
in an interview to Georgian media. Georgian side will not resume its
participation in the process of negotiations until the document will be annulled
and Tbilisi receives corresponding explanations, Irakli Machavariani declared.
The signing of Moscow
memorandum he considered as an aspiration of South Ossetia to fix its
independence, which a former autonomous region pronounced itself in year 1990
and was not recognized by Georgia and by international community.
Leonid Tibilov fulfilling duties of the prime Minister in South Ossetia
remarked in an interview to Prime-News that the Moscow memorandum bears a
“declaratory character’ and foresees co-operation in scientific and cultural
spheres. He expressed his fear that
a whole negotiation process can be put under question because the next meeting
with Joint Controlling Commission and political consultations of the sides were
appointed for July already. On
Thursday, in Moscow, the sides were going to discus concrete mechanisms of
introducing of Georgia-Russia intergovernmental programs signed in Tbilisi on
December 2000 about restoration of economics and the return of refugees, number
of which is ranging between 40 thousand because of armed conflict in 1989-1992. Damage to national economy caused by a conflict in the
south Ossetia was evaluated at 34 milliards of rubles in 1993, however, these
money practically, were not given out.
