"Normal relations will be developed with Russia …"

Before the American - Russian meeting, Condoleezza Rice, nearest adviser to Bush, specializing on Russian affairs, consulted the American President. Madam Rice never took sharply negative position concerning USSR. Now her opinion has changed. She with conviction speaks "about new relations with Moscow, based on mutual understanding and interests ". Bush is going to convince Putin that "creation of antimissile defense is in long-term interests of Russia and it is necessary for both countries to refuse the Contract on National Missile Defence as from a vestige of cold war". "Bush is unshakably sure in irresistibility of logic, - writes American magazine "Newsweek". The same magazine informs that May, 31 in Washington has held closed meeting of conducting American experts on Russia and European countries, which have stated a variety of judgments and gave much advice to Bush on how to behave with Putin and what to speak to him. Having arrived in Europe, Bush has let at once know, that he is not going to refuse the new strategic initiative of USA on NMD. Besides the American President has precisely and unambiguously declared that the old contract on NMD 1972 does not fulfill today's realities and USA leaves it.

It is obvious that a dominant theme of forthcoming meeting Bush and Putin will be the contract on NMD. However, as asserted in Washington, the issue of Chechen Republic as is included in the agenda. But it at all does not mean that "Chechen question" can affect course of negotiations. In opinion of leading American experts and journalists actively commenting on forthcoming meeting, neither Moscow, nor Washington do not want to hear that Russian military campaign against Chechen state has turned in monstrous on consequences and destructions, of the full-scale dirty war with massive burial places, disappearance of people, regular tortures and executions of civil persons.

In particular, the newspaper "Washington post" counts that "this campaign of cruelty much more surpasses actions of Serbian leader Milosevic against Albanians of Kosovo or reprisals of 70th years in Latin America". The newspaper specifies three main events, which should stimulate opinion of the West and USA, in particular, concerning the Russian aggression. First he names publication of human rights organizations "Human Rights Watch" and "Memorial" of carefully documentary evidences on tortures and murders of people, which are taking place at hands of Russian invaders.

And what will be the stand on Chechen Republic? 

"This question is included in the agenda", - declared Rice. She added: "However I can not tell precisely, what exactly will do Bush?" Before a meeting in Slovenia, Moscow actively spreads rumors that Putin will demand in exchange for a concession to Americans on NMD. The list this long enough, but and journalists are reduced by the basic moments to which pay attention American analytics to the following - the conclusion of military contracts, simplification of debt burden of Russia, the promise of USA not to pay attention to Chechen Republic and guarantee that Baltic states will not be accepted in NATO. Many in USA are afraid that Bush can go on bargain. In this case, as writes all the same " Washington Post", "American - Russian relations would be put for 30 years back … … and USA actually would legalize Putin's antidemocratic steps also would threaten policy concerning the countries adjoining to Russia ".
