Chechen
theme is more often heard in Azerbaijan media, which is trying to understand
political maneuvers of official Baku.
As it is known, lately Azerbaijan government frankly demonstrates its
loyalty to Moscow that is expressed in oppression of Chechen refugees and in
extradition to Russian side several citizens of CRI and 6 Dagestan men, which
were accused in so-called “terrorism” absolutely unfoundedly.
Azerbaijan authorities didn’t even take the trouble to carry out
elementary investigation and to question arrested citizens of CRI and Dagestan
men before giving them out to Russia for tormenting.
Related
to this, in Azerbaijan press itself more and more appear publications casting
doubt in actions of authorities and warning against possible consequences for
frankly loyal pro-Russian position of Geidar Aliev in so-called “Chechen
issue”. Different
things were said about the motives that caused to change the policy of Baku to
Chechens. However,
almost everyone in Azerbaijan is concerned that authorities by their action are
practically isolating Azerbaijan from the only real ally of Baku in Caucasus in
order to please their ephemeral hopes that Moscow will refuse from supporting
Geidar Aliev’s enemies and that it will not prevent him from raising his son
Ilkham on a presidential throne.
Newspaper ‘Eni Mussavat” gives its point of view on events taking
place in Azerbaijan.
So,
are Chechens guilty?
“It
is not a secret that Azerbaijan authorities follow pro-Moscow policy lately.
On their way to reproach positions with Russia the authorities
successfully speculate on Chechen refugees, which are in our country.
Already how many times some Chechens searched in Russia are held over to
secret services of this country by Azerbaijan authorities. Even
the head of Chechen representatives Ali Asaev called Azerbaijan not safe country
for refugees that live here.
Although, official Chechen side did not give its notes of protest to
Azerbaijan authorities it is tenaciously rumored that Chechen combatants will
take a revenge for events happening here.
Meantime,
criminality in the country is impetuously growing.
Celebrated criminal actions having response abroad are committed one by
one. Thus,
lately a frontier guard was killed on the frontier; after, two Azerbaijan
policemen were shot at point-blank; however authorities tenaciously connect
these crimes with Chechen names.
It can be assumed that all this happens with participation of our
national “bands”.
Exactly they, confuse all cards leaving everywhere distinct traces of
“Chechens”. However,
in reality it clears up that the traces of these actions lead directly to
cabinets of high ranked officials of competent organs, in other words, to
authority structures. In
the opinion of Ibrahim Ibragimli, an independent expert, up to 90% of criminal
events in any way
occur with participation of officials of competent organs, that means
representatives of present authorities.
Many facts can be adduced regarding this.
I.
Ibragimli declares that low enforcement structures of Azerbaijan, when not
coping with their tasks try to shift blame for many crimes on Chechens who are
in Azerbaijan. Oppression
of Chechens is also explained by warming relations of present leadership of the
country with Russia.
Authorities undertook some obligations related to Chechens behind
leadership of Russia.
This is explained by sharp change in relation to Chechen refugees when
even wounded Chechens are given to Russian side.
It is well-known, that national-patriotic forces and the nation of
Azerbaijan support national-liberation struggle of Chechenistan.
In such situation the authorities are afraid of the nation rebellion and
are premeditatedly intensifying anti-Chechen hysteria.
Thus, relations with Chechens are deliberately deteriorated.
Blame for any important criminal events is shifted on Chechens, as a
result such atmosphere favors in extradition of Chechens to Russia.
Very convenient position. .
In
addition, Ibragimli remarked that Chechens understand the fact of view
divergence between nation and present authorities of Azerbaijan concerning issue
of Chechenistan sovereignty very well.
The arising situation does not favor to improvement of relations between
the two nations just through fault of the authorities. A former police colonel
Isakhan Ashurov declares about necessity of giving a refugee status to Chechens
who are on territory of Azerbaijan.
All Chechen refugees must be under protection and consideration of the
state and international organizations.
This will ease their material, social and juridical position to some
extent. Otherwise,
he remarked, Chechens feel themselves comfortless in Baku, a Chechen looks at
policeman like at especially dangerous object and the latter gives an adequate
response to him.
This is clearly psychological moment.”
