Ban on Chechen information

Freedom shivers more to a workplace, than the freedom of speech.

In the beginning of new military aggression of Russia against the independent Chechen state on autumn of 1999, Movladi Udugov called the then director of Russian service of the radio "Liberty", Savik Shuster and suggested to broadcast on radio view-point of Chechen side and the Chechen operative data of the situation on the front and in Republic as a whole. This was a natural suggestion. Experience of similar cooperation with radio "Liberty" was even from the first war. Besides the radio station daily broadcasted information of Moscow carefully filtered and prepared in the Kremlin, and in so-called "Rosinformtsentr". 

In spite of the fact that Manilov and Yastrzhembsky regularly lied about the situation in Chechen Republic, but was also constantly transmitted by "Liberty", their information with enviable method was given out by radio station in news reports and analytical materials. For this reason, according to Udugov, he addressed to management of "Liberty" with the suggestion to report the Chechens’ point of view on events as the radio station claims to be working on principle of neutrality and impartial presentation of events, and up to some extent, really adhered to this position. 

However Savik Shuster openly declared about the following to Udugov. - "Today situation has changed. We have been warned in the Kremlin, that they will close radio station if we will broadcast your or others representation. We are compelled to adhere to certain rule of game. But we put Maskhadov, and I think, that we shall put him in future. Besides, we have correspondents in the Chechen Republic and their information is sufficient for us ". Two years have passed after that conversation. Correspondents of "Liberty" are others also, in the Chechen Republic but it did not get the lesson from memorable capture of Babitski in hostages by Russian FSB. But the situation has not changed. The Chechen sources are still under ban. "Liberty” continues to adhere to rules of the Kremlin game. And stick not only to rules of "Liberty".

It is enough to analyze activity of various Mass Media (about that of Russian, I don’t speak in general). It is clear, that information blockade of Ichkeria is supported practically by all international Mass Media. Only some Chechen internet-sites regularly inform the world on events of war in Caucasus, absolute blockade is impossible. But even this insignificant, in the essence, information niche occupied by Chechen internet-sites extremely worries the Kremlin. 

It is enough to recollect, that Rushaylo publicly three times (!) asked the director of FBI Luis Free to close site Kavkaz.org, which physically is on one of the American commercial servers. Besides continue to operate strict instruction of Kremlin, without exception for all of the Russian MASS-MEDIA, not to mention existence of the Chechen information sources under any circumstances and so to use them. In this connection rather curious looks publication on one of sites of adviser Putin Gleb Pavlovsk, "smi.ru", devoted to statement of one of the Russian military officials, who with only hardly perceptible hint has tried to deny the information of «Kavkaz-Center» on serious losses of the Russian occupational grouping in the Chechen Republic.

Baluyevsky denied data on losses of federal armies in the Chechen Republic, published on Thursday in a site of insurgents "kavkaz - center".

Separatists assert, that in area of Starie Atagov the army convoy was attacked. On course of its movement exploded radio-controlled land mine on which two armored troop-carriers were undermined. After that insurgents have opened massed fire from grenade launchers and machine guns. Firing on convoy proceeded more than 40 minutes. According to version of gangsters, during fight, not less than 13 military men were killed and approximately as much wounded.

"Kavkaz - center" informs also about numerous losses of federals in Gudermes, near Tsentoro and in area of settlement Dzhalka. Baluevsky informed "Interfax", that all these data do not correspond to validity. "There were no fights in Chechnya according to the situation on 08:00 of Moscow time. Also, there are no losses among military men of federal armies ", - the General emphasized.

Commentary of "smi.ru"
As informed by Newspaper "Gazeta.ru ", new acting as the public prosecutor of Chechen Republic, Vcevolod Chernov (the so-called public prosecutor of occupational administration- edition of Kavkaz-Center) has admitted today in the morning, that incident near to Starie Atagi has taken place. As he said, insurgents have really blown up a land mine in the way of convoy, therefore fore wheel of BTR has been destroyed, but there was no fight and losses. That is a problem especially linguistic: whether to count undermining of BTR on a land mine as "fight" or not.

Anyway, that fact causes regret, that the Russian MASS-MEDIA and dear news agencies again have begun to quote frank disinformation from the odious site of "kavkaz.org" run by " Chechen Gebbels " Movladi Udugov. This propaganda leaflet of gangsters is so full of lie and tendentious, that causes feeling of fastidiousness. And that the responsible official of the Joint Staff dares without necessary explanatory to contradict "Kavkaz.org", legitimating thus Udugov site as the "source of the information ", causes more regret, and doubt in the professional competence of Mr. Baluyevsky.

Frankly offensive for the first deputy chief of the Joint Staff of Ministry of Defense of Russian Federation, Baluevsky raid on one of ordinary internet-editions of Pavlov, shows modern approaches and tactics of the Kremlin in information issues. Though in "smi.ru", the comment and the fact of raid of Baluev have broken Kremlin stand on mentioning of "kavkaz.org".

However in reality, the situation seriously differs from what the Kremlin strategists draw for themselves from the information and propagation. Not depending on whether the Chechen position on a situation in Caucasus will be ignored in Russia or in the world or not, but Chechen information sources practically have overcome that critical feature, after what it is already impossible to ignore them simply. Ignoring in this situation will only harm to the one who tries to do it and shows his weakness and bias. It is already realized, but yet not wished to recognize in the Kremlin. From here are embitterment and rough emotions of the Kremlin when the Chechen side strengthens the presence in the field of information including Russian.

We live in interesting time. "Enemy" voices of "Liberty", "Voice of America ", "German wave " and others freely broadcast their programs on FM in all corners of CIS. Chechen radio station "Caucasus " is guzzled in Russia and in former Soviet Republics by those guzzlers, which for decades muffled the same "Liberty»…!?
