newspaper " Old Street Journal published ". In the article, in
particular, it is written:
"Experts
of Washington’s nitty-gritty of politics intensely watched representation of
“Show of George and Vlad". Also puzzled: why George Bush and Vladimir
Putin could so quickly make friends? The simplest explanation: characters left
them. However, as well as all simple explanations, theory of "
similarities of characters " explains not all any more. Two presidents pull
together much more prosaic things. The matter is that
Bush and Putin are
necessary to each other. Knowing it, they, most likely, consider, that
friendship too will not prevent them.
Four important reasons of nearing of two presidents nowadays were designated:
Internal
policy.
For
Bush cooperation with Russia is an easiest way to the solution of cardinal
internal political problems - to creation of National Antimissile Defense System
(NAMDS). Now Bush has a powerful trump - he can refer that Putin tries to agree
with him on question of NAMDS. Putin also wins. Firstly, negotiations with Bush
raise his international status. Secondly, he, probably, plans the bargain: in
exchange for a concession on NAMDS to receive the consent to delay of rates of
expansion of the NATO to the east.
Foreign
policy.
Main
foreign problem of Bush is that some allies of USA count him as dangerous cowboy
- individualist. Adjustment of kind relations with Putin is the best way to
convince allies that the destiny of the West is in reliable hands.
Weakness
of Russia
Bush
understands, that the risk connected with Russia, in greater degree speaks its
present weakness, instead of force. Putin understands, that in modern condition
of economy of Russia, defense cost are inadmissibly great. Reduction of nuclear
arsenals will give Russia a respite and an opportunity to speed up economic
development.
"The
Chinese syndrome"
"American
– Russo-Chinese triangle " still exists. However USA and China are powers
to which the future belongs, and develops impression, that they use Russia for
the purposes. For Bush, it is easier to be pulled together to Russia if to take
into account strong anti-Chinese moods among republicans ". Supporters of
rapprochement of Bush and Putin believe, that in the magic image has worked a
certain personal factor. Critics consider, that Bush has been deceived. Both
those, and others however are mistaken: here there is a logic ", writes
" Old Street Journal".
