Chechen
side has available incontrovertible operative information about secret plans of
Moscow in relation to Baku. Chairman of head of one of the most secret Chechen
secret services that was created by Johar Dudaev and that still has its own
informers in highest echelons of Russian federation’s power and force
structures informed Kavkaz-center agency about general situation of this plan.
He stated that secret services of Iran play important role in plot
against Azerbaijan. Source reported
that secret services had this information long time ago but only two weeks ago
they received final conformation about truth of operative data.
It
should be remarked that Chechen side for first time became interested in
activity of Iran on Caucasus after meeting of Johar Dudaev with special secret
envoy of Teheran on March13, in 1995 at that height of battle actions in CRI. The meeting took place in deep night in Germenchuk settlement
of Shali region. Only narrow circle
of trustful people of Johar Dudaev new about the meeting.
The meeting lasted for about 2.50 hours.
Two Iran men were taken across Azerbaijan to Ichkeria through Dagestan
and back by security service of Johar Dudaev.
After the meeting by personal order of Johar Dudeav Chechen secret
services started to spy activity of Iran and pro-Iran structures on Caucasus.
Thus, for example, Chechen secret services for long time were spying
after agent of Iran secret services certain Chechen called Radj, who actively
worked in Chechnya for Iran form 1996 till 2000. Several months ago he was killed under unknown circumstances.
Chechen side considers that Russians mistakenly killed Radj.
Someone form local dwellers pointed on him as on “vahhabit.”
However,
in reality, Radj with his group was actively creating pro-Iran
Sheet cells in Chechnya. Some
of his followers are still living in 3rd district of Johar.
By the way, death of Radj was widely announced by Russian mass media. He
was presented as very pious man, who did not harm anyone and who became victim
of unjustified violence.
Representative
of Chechen secret services reported to Kavkaz-Certer agency that Moscow and
Teheran had practically finished preparations to coup in Azerbaijan and are
waiting for “X” time and are carrying out active informational campaign to
prepare community opinion of Azerbaijan citizens to forthcoming events. How paradoxical it sounds but president of the country Geidar
Aliev involuntary promotes preparations to coup. In general, the essence of the plan is in following:
On
day when incapacity of Geidar Aliev (death, paralysis, incurable disease or
anything else) will become evident active phase of operation will begin.
Disorders in Baku. Explosions with mass human victims, informational
attack of Russian television. All
of this will proceed to seizure of presidential palace airport and television in
Baku by Russian specnaz. Ayaz
Mutalibov will arrive to Baku with specnaz and will be declared temporal leader
of Azerbaijan. He will publicly
pledge, “as soon as the situation will allow,” to carry out in the country
democratic elections of president and parliament.
Political roof for actions of Mutalibov is already prepared it is the
so-called “Committee for National salvation.”
Some
leaders of force structures of first and second links, which are already today
leading active secret consultations with Mutalibov through trustful negotiators,
will enter the committee. Following prepared events will forth come active phase of the
operation. With help of Iran secret
services visibility of certain pro-Iran “Islam organizations,” which set, as
an aim seizure of power in the country will be created. Purposeful leakage of information about activity of such
organizations are performed on line of Iran secret services.
Some of them surrender to authorities. Something like campaign against
“Heizbolla” in Turkey that was created by Turkish secret services themselves.
Teheran plays role of fight for Baku. In addition, mass suggestions will
be made to Aliev and his son about that certain “Islamic fundamentalists”
threaten to their power and they can use “Chechen support” in the struggle
for Azerbaijan.
That
suggestions are made will help of agents of influence in power structures of
Azerbaijan. With this aim cases about “Islamic plot” will be fabricated.
Russian secret services will discharge information about “Threat of
Chechen-vahhabit factor,” for stability of Azerbaijan.
At the same time total pressure on Baku will be carried out using
accusations in “complicity in international terrorism and participation of
Azerbaijan mercenaries in war on North Caucasus.”
Aim of these actions is to neutralize “Chechen factor”, which can
seriously hamper preparations of force seizure of power.
There are enough Chechen having experience of leading war, including in
town conditions in Baku, this is very important and efficient are enough to
under certain conditions effectively take side of Aliev’s clan. There are many
Chechens in Turkey, which can be transferred at any moment to Azerbaijan.
That’s
why on of the most important tasks of Russian-Iran plan is guaranteed
neutralization of “Chechen factor” for forthcoming event.
Exactly here should be searched roof of anti-Chechen campaign that
Azerbaijan authorities are leading for several months already.
All this, indirectly points on that Moscow succeeded to convince Geidar
Aliev to act according to scenario of Lubyanskaya to his own death.
In addition, Aliev with his own hand strengthens confidence of citizens
of Azerbaijan in that “Islamists and fundamentalists” threaten to the
country.
This
is extremely plays into Russian secret services hand, because Ayaz Mutalibov
will be “saving” Azerbaijan exactly form ‘Islamic plot” by appealing to
Geidar Aliev at the same time. Important
part of Russian-Iran plan was personal meeting of Putin with Geidar Aliev, on
which master of Kremlin let it become known to dying president that he will not
impede his son to come to power if Baku will change some of its priorities and
render service to Moscow on “Chechen issue.”
Evidently, flair betrayed old Chekists, who went through severe school of
Stalin’s KGB and Soviet Political bureau and he became led by young colonel of
FSB…? Or Aliev considers he has
no other choice?
It
is also known that plan of Armenian-Azerbaijan settlement of Karabakh is
prepared to accession to power of Ayaz Mutalibov.
Details of the plan are unknown yet. Source of Chechen secret cervices
reported that there are several alternative scenarios for Azerbaijan in case if
Aliev’s son or nay other group will organize serious resistance to Moscow’s
protégé, for example by consolidating in Nahichevani.
One of such scenarios assumes restoration of Armenian-Azerbaijan war,
breakdown of its territory on several regions, which will be controlled by
Russia and Oran. In such case,
north territories would move to Russia (places where lezgins are comp actively
living), according to “Abkhazian scenario.”
