Kremlin
spokesman Yastrzhembsky immediately reacted to interview of president Maskhadov
on Radio Liberty. Practically in some hours after Aslan Maskhadov’s interview
was broadcasted, Yastrzhembsky gave interview to Russian of RIA news agency, in
which he declared the following:
«There
will be no second Khasavyurt, and a subject of negotiations can be only of
surrendering of weapon and question of returning to peaceful life for those who
are not involved in «big bloodshed».
Maskhadov,
speaking about contacts, declares that the main condition for Chechens -
presence of intermediaries between his representatives and Russian side. In this
connection, I declare, that Maskhadov for a long time has lost the right to
speak on behalf of Chechen people, who have made the choice, and leaders of
separatists do not want to be considered in this choice. Besides, hope of
Maskhadov for international intermediary and attraction in dialogue of certain
«third party» is absolute ephemeral».
Denying
presence of the Chechen bases in Georgia, Maskhadov, in opinion of Yastrzhembsky
«accusing Russia in a present aggravation of situation in Abkhazia, uses a
known principle of Goebbels
propagation: «The more monstrously lie, the more easy will people believe in it».
Maskhadov avoided to speak about Gelayev, who supposedly carries out certain
programs of Russian special services, who are interested in preservation of
military bases in Gudauta and Vaziani» in Abkhazia.
In
the conclusion, representative of Kremlin declared, «this fact attracts
attention to itself, that Maskhadov and Shevardnadze use practically same
accusations not maintaining criticism in address of Russia. It, obviously, is no
casual», - Sergey Yastrzhembsky especially emphasized. Urgent reaction of
Kremlin appeared after Maskhadov gave interview of Radio Liberty in which he, in
particular declared:
«In
my opinion, everything that has taken place in Pankis Gorge was necessary at any
cost for the Russian special services to provoke the conflict between Georgians
and Chechens, therefore there appeared Gelayev. And we shall do the utmost that
it did not happen. The overall objective, which was pursued by Russian special
services - at any cost to provoke Georgian and Chechens to involve Russian
armies and to leave military base in Vaziani. It has not taken place, I think,
because Georgian leader, well knowing Russia, Russian politics, has behaved very
cleverly. Therefore, I once again confirm, that there are no Chechen insurgents,
there are no bases, and training centers…»
Speaking
about possible beginning of negotiations with Russia, Aslan Maskhadov declared
– «Yes,
contacts are. Today, in my opinion, is the problem with a place of a meeting,
and the main condition for Chechens - someone should mediate from the third
party to come into contacts between my representatives and representatives from
Russian side. In general, I would like to tell about negotiations and possible
contact - like the ambiguous announcement of the head of Russia for such contact.
Some people perceive it as a reasonable step, where there is sense - to refuse
the option of use of force, come forward for contact with conflicting side and
to begin negotiating process - we welcome it, if it so. On the contrary, others...
They understood it as ultimatum. Chechens never will put weapon because today we
are convinced, that the weapon of hands of ours fighters, our civil guardsmen,
our mujahideen is the sole guarantee of safety of our people...
In
my opinion, all the same there the sense started to prevail. Have understood,
that there is no option for the use of force and cannot be. Today, practically,
the Chechen home guard, Chechen mujahideen went to large-scale operations.
Events in Vedeno, Argun, Nozhai-Yurt, and Gudermes - show, that we practically
already refuse offensive, guerrilla methods and we are passing to large-scale
actions...»
Thus,
the position of Chechen side on behalf of president Maskhadov and position of
Kremlin, which was sounded by Yastrzhembsky, once again specifies the
deepest divergences of the sides on the question of possible negotiations.
Anyway, the Chechen side continues to insist on necessity of negotiations, while
Moscow insists on disarmament and actual surrender of mujahideen for detention
before beginning of so-called «political process». Yet it is clear, how the
situation will develop. However, it was true to specify that between Moscow and
Johar, however, there is a similarity of position on one very important question.
Chechen mujahideen as well as the Kremlin categorically confirm that there
should not be a second Khasavyurt under no circumstances.
