When
the American planes thunder in territory of Afghanistan, and permanently are
bombing on storehouses of the international Red cross and caravans of peaceful
refugees, while in Shanghai, sensitive attack is made on positions of opponents
of the third world war: on Sunday in Shanghai, the document is signed, according
to which, USA certainly will strengthen lines of the allies on
escalation of total war.
Definition
of total war has sounded from George Bush's lips even on 17 October, when he
gave interview to leading MASS MEDIA of Asian - Pacific region before
departure of Shanghai summit. The president of USA that day declared that
military campaign against «international terrorism», most likely, will
transcend Afghanistan and will be extended to territories of other
countries, «rendering support to extremists».
What
was in view of the president of USA, when he spoke «about other countries
rendering support to extremists»? Meant Saddam
Hussein, whom his
father elder Bush tried to destroy? Might be he thought of Iran, where in 1979
took place Islamic revolution as reaction to courageous long-term presence of
USA? Or Libya, which conducts an independent petroleum policy in peak to America?
Pakistan, Malaysia, Indonesia, Kyrgyzstan,
Kazakhstan or the Arabian countries, where pass demonstrations against destruction
of peaceful Muslims in distressful Afghanistan can to number of potential
targets for the American rockets wants to rank?
There
is nothing improbable that objects of bombing and rocket impacts can be all set
forth above countries. To the superpower, appropriated to itself «moral right»
to bomb the whole country because of ostensibly guilt of one person, it is
enough to declare only: «I know more, than all others; I know, that I
am right» and it will be possible to give a signal to destruction of whole
peoples …
In
the meantime, fault of Osama bin Laden in participation in attack on USA on
September 11 was not proved. Under the official version, the American ambassador
under special orders Fransis Taylor presented these proofs gathered on session
of constant council of NATO. However, till now there are no details concerning
the proofs given by Americans. Representatives of Washington refer to
confidential character of meeting. At the same time, according to the NATO
Secretary-General Lord Robertson,
given by Americans «the facts are clear and comprehensive» and finally prove
participation of «Al-Qaeda» in acts of terrorism in USA.
USA
have given proofs of participation of Osama bin Laden to the actions of terror
accomplished on September 11 in New York and Washington as well of Russia. It
was declared that Russian journalists by the ambassador of USA in Russia,
Alexander Vershbou, inform RIA «News».
According
to the ambassador, the information was given, both on diplomatic channels in
Moscow, and during a meeting of experts of the NATO and Russia in Brussels. «Thus,
USA count Russia not only the close partner, but also the active participant of
coalition in struggle against international terrorism», - declared then
A.Vershbou and is similar, that Kremlin believed in it or pretends to have
believed. The matter is that Russia has adopted such an approach, as it in every
possible way aspires to coordinate war in Chechen Republic to total war «against
international terrorism» to leave from the personal responsibility for
monstrous crimes on Northern Caucasus.
So
represent proofs of participation of «Al-Qaeda» and Bin Laden to strikes on
USA, as how Americans assert and they gave to allies?
On
October 4, Dutch newspaper «Folkskrant» published such information: «Holland
on Tuesday during session of council of the NATO unsuccessfully asked to give it
time to think - to study proofs about participation of Bin Laden in acts of
terrorism in USA. The Dutch representative in NATO Pateyn miscalculated, trying
it to achieve. According to the Brussel’s diplomats, America does not have
strong proofs against Bin Laden, there are only no more, than «indications» in
his address.
On Tuesday, Pateyn asked, under the indication of the Dutch Foreign Minister, Foreign
Minister, Jozias van Aartsen to give him hour of time
to think, after the American representative in NATO, Frenk Teylor gave NATO
proofs of participation of Bin Laden in acts of terrorism. Some other countries,
including Luxembourg, asked about the same.
According to well informed sources, chief of NATO, Robertson at once, not
deliberating, has given up in this request, having declared, that the ally of
the NATO asks them about full trust, and that this request should be satisfied
without any delays …
«Proofs» against Bin Laden, which were given by American envoy Teylor to
council of the NATO, would be never accepted in court. Documents, which the
American government uses for convincing of the allies, as a last resort can be
considered, as containing «strong indications» on his side. It is confirmed
with diplomats and officials at the NATO and Foreign Ministers, who were present
at presentation.
«We heard a little that is new or surprising», - according to one diplomat....
This difference of matters, because some countries in antiterrorist coalition,
which USA try to create, precisely all over again want to be convinced that
exactly Bin Laden is hidden behind acts of terrorism, - before they will support
military actions. For example, Pakistan already has let know, that it yet did
not see enough proofs. «It is no more, than we could see on CNN», - Pakistani
diplomat declared.
Diplomats assure, that the majority of those data, which were given to allies on
Tuesday, already and earlier were known. The question is about the past of Bin
Laden, about financial documents, which show streams of money of Al-Qaeda, and
the data, which show involvement of Bin Laden in acts of terrorism in the past.
The new data have arrived from satellite photos and records of the overheard
radio negotiations and phone calls, but diplomats appreciated all of these, in
interview of «Washington Post» as «only indirect proofs».
There
is no basis not to trust this information though NATO diplomats declare that «there
should not be judicial proofs as we face to accept it in political decision, and
political arguments are necessary for this purpose, and we have enough of them!»
and so on.
As
counts also the American government. But all the same is interesting, how USA
are going to judge Bin Laden if, theoretically, they would manage to seize him?
You see, lawyers certainly will demand the proof of his fault! That article
of the Dutch newspaper, whose translation of a part, we have offered above, is
entitled «Chief of NATO forces to support America», is rather symbolical.
Probably, so at the New World Order, international problems will be solved...
For
the benefit of such statement speaks also character of the Shanghai forum. In
essence, only questions of economic character here should be considered. George
Bush, in a manner inherent in it, even before departure informed, that he
is going to take advantage of the forum in Shanghai for strengthening of
international antiterrorist coalition created by USA and attaches great
importance to his trip. «I think, for me it is important to go to discuss the
issues connected not only with our economic interests and bilateral relations,
but also with struggle against terrorism», he declared during interview on
October 17.
Results
of the forum in China show, that Shanghai was initially considered as a place of
reception of card - blanc for establishment of such rules, according to which,
USA can attack everybody, anywhere and when necessary, and it will be
helped by the rallied numbers of allies in it… And even transparent hints of
China and Russia that it would be necessary to receive formal permission for
bombardments and murders from the United Nations, do not change essence of the
usual situation.
