On
the last Wednesday, NATO
secretary-general, George Robertson
in the company of his deputy, Gunter Altenburg and permanent representative of
Russia in NATO, extraordinary and plenipotentiary ambassador, Sergei Kislyak
arrived to Volgograd and at noon of the same day already landed in Moscow.
At
first glance, you will not explain so transient visit by more or less
intelligible reasons. May be, he arrived simply to strengthen the reflex of
confidence between sides of so-called antiterrorist union? Or something else
bore in mind?
Whatever
was there, just after arrival in Volgograd, he was rapidly introduced with
Mamayev Kurgan, somewhat communicated with the governor of region and mayor of
the city. Just as rapidly passed «meeting with the public» in the assembly
hall of the Volgograd technical university, where the head of NATO convinced the
people gathered there, that Russians do not like his organization, in general,
in vain.

We are concerned about means of running the order, in which rights of man are
disrupted and they are convinced that in Chechnya, Russia could not succeed
without political regulating of prolonged conflict. He spoke at that meeting.
These words were encountered in different ways: both with understanding and with
frank hostility. But Robertson knew how to tangle those, and other when after
several hours, in Moscow was pronounced directly opposite to it: NATO approves
actions of Russia in Chechnya!
Yes,
yes, that George Robertson himself, who in Volgograd worried concerning Chechnya,
stated that NATO, at least «now sees with other eyes» to problem of terrorism
in Chechnya. This statement was made, while delivering a speech in diplomatic
academy of Russia.

We now understand, that warnings of Russia about the danger of terrorism were
not motivated simply by the need for sweeping aside the criticism of the West
with respect to Chechen campaign, he said.
Robertson
noted that long-term target of Russia peaceful and stable Chechen republic in
the structure of RF, where citizens are found under the protection of Russian
constitution and which does not serve as base for international terrorism.
In
principle, it was expected to be so. It was clear that after visit Putin to USA,
public announcement of a similar statement is only question of time. It is now
completely obvious: West begins to create new image of Russia – it is no
longer sneered evil bear, that standing on the racks, but such a plush bear cub,
which is loved and watched by all little-ones of world. Meanwhile, the head of
administration of Ulyanov region, the hero of Russia and killer of Chechen women,
children and old men in one face, General Shamanov expresses satisfaction in
that from the bases of the armed forces of Russia into Afghanistan is supplied
military machinery and not the old one. In addition to tanks and BMP, to
formations of Northern Alliance are supplied unpretentious UAZ vehicles of
Ulyanov production. And Vladimir Shamanov clearly desires to emphasize this fact.
Nostalgia on the old, in connection with the new war, wakes the relapse of
steady reflex.
Thus
till the time, when Russia deals in delivery of armament to Northern Alliance,
USA increases their military presence in the former Central Asian Soviet
republics. The head of the Pentagon again proposed to place the combat aircraft,
which would accomplish films in Afghanistan in Uzbekistan. And this occurs
against the background of the fact that military unit of the so-called
anti-terrorist operation in Afghanistan is going to completion.

Why? Apparently, to sufficiently and effectively control consequences of the
victory of alliance. Simply there is no other explanation that Taliban
everywhere stepped back into mountains, the remaining centers of resistance and
now are completely and intensively bombed by aviation of USA. Yet, combat
aircrafts are placed in the airfields of Tajikistan, in lines in Uzbekistan. It
is thought, that «departure» of Americans from Central-Asian states will be
subsequently not be for example more complex, than to allow them to enter and «stay»
them now., write some of Russian mass media.

really very recently, US
Defense Secretary,
Donald Rumsfeld, while speaking at a meeting with journalists on the base of
American Special Forces into Fort of Bragg, proposed to place American combat
aircraft in Uzbekistan. Rumsfeld argued this proposal thus: in the operations
against fighters «especially is useful to use C-130, which possess enormous
firepower and high degree of accuracy.
It
remains incomprehensible, that what is target of positioning such super-power
aircraft, called in USA as «flying gun boats», when, as already been said
above, that military part of the military operation in Afghanistan is near to
completion. And should be understood statement Rumsfeld so that USA does plan
certain new military operations in Central-Asian region? If yes, then against
whom do they intend?
It
seems that further steps of Bush and his friend, Vladimir will give answer to
this question also.
