Obviously
plans of Washington concerning Afghanistan run into very serious obstacles. And
if the military resistance of aggression of USA from the side of Afghan Moslems
proves to be realty, then resistance from the side of allies clearly is not
entered into common strategy of White House.
On
Monday, leader of Tajik grouping of the so-called Northern Alliance, Burhanuddin
Rabbani appeared with his plan for Afghan settlement, which would allow it to
remain in authority. And although Rabbani as before accepted the possibility of
participation of ex-king Zahir Shah in the new government of Afghanistan, his
participation, in the opinion of Rabbani, is possible only "as simple
Afghan, without taking into account the advantages, connected with its origin".
This
government, declares Rabbani, will exist during half a year, after which will be
called Loya Jirga – the
Grand Council of Afghan tribal chiefs,
which will determine the structure of future government. Rabbani also assumed
that to the post of Prime Minister must be assigned to representative of
Pashtun. At the same time, he proposes himself as the head of council and
insists that representatives of Northern Alliance must be majority in it.
Practically
all observers in this connection separately emphasize that the new proposals of
Rabbani seriously disperse from the preliminary understandings, reached by
delegation of Alliance at the conference in Bonn. During it, in particular, was
proposed, that adviser of Zahir Shah, Abdus Sattar Sirat, an Uzbek will head
transitional government of Afghanistan by nationality. But, on the ground
reality, decisions of Bonn conference, organized by USA, will remain only on
paper. This state of affairs with its obviousness demonstrates, that Washington
gradually becomes hostage of its actions in Afghanistan. USA hardly will agree
simple to return Afghanistan as ransom to Northern Alliance, after which stands
Moscow. But this in turn means that United States increasingly more strongly tie
themselves to Afghanistan, from the situation in which will strictly depend
conditions in USA itself.
The
influence, which renders Afghanistan on United States, is manifested, exactly in
that sphere, which with unhealthy sensitivity was always controlled by public
opinion of America. Personal freedom of the citizen of USA is born in mind.
Today this freedom melts in the eyes.
There
is already information that there is no difference between police and special
services, hearing telephone negotiations became the entirely simple matter, and
1200 Arabs, citizens of USA, have been held in the prisons without presentation
of charge. The Justice Minister of USA, Ashcroft reported that production of
military field vessels is planned.
However,
not all is so smooth, as the White House, which gave carte blanche wants to its
power organs. As press notes, from the end of the last week, for example, in the
apparatus of the Justice Minister, Ashcroft, began disorder. Policemen at the
places reject to question Arabs only on the ground, that those are Arabs. But
Ashcroft does not have deficiency in fresh ideas.
The
suspected in «terrorist activities», citizens of USA, if me was military
tribunal could not decide their case, will be presented before judgment of
jurors in Washington suburb, Alexandria: there mainly is white and prosperous
population, so that juror will feel more easy to carry mortal sentences, reports,
in this connection, German newspaper «Zeit».
The high-ranking employees of the Justice Minister of USA discuss new methods of
consequence, torture, newspaper indicates. According to new model, suspected
will be transferred for investigation to «friendly authoritarian states».
Americans, of course, cannot be present during tortures, but, in accordance with
the new rules of Ashcroft, the results of such investigation now befit for law
court.
