A
radical question of authority (real, but invisible) not concern about prosperity
of the country, but entirely different, i.e. - as it is longer to remain in the
authority. And when growing old, sick dad Karla left his throne Buratino, he
spoke not by his own free will. The authority, which actually exists, but
invisible, decided for it. Sometimes it is called «Kremlin», sometimes – «Family».
The new President also separately himself troubled in no way - all did for it
ominous PR-action, mixed to the blood of Chechen people and dirty money of the
same authority.
Where did look people? There, where was indicated by authority, since the people
are lacking the will because of the absence in it of property and feeling of
possession of the property, since the institute of property in Russia was
suffocated even in its infancy. The existing property is creation – «scrounged»,
«stole» or «picked up». Present oligarchs squandered the public property of
people after disintegration of USSR. Even in third century till our era, Chinese
philosopher Maine-Qzy wrote: «So far is concerned people, then, without having
a constant property, it does not possess because of this constant feelings and,
since it does not possess constant feelings, it is dissolved, it becomes immoral
and creates everything, which it will want». And the authority, fostered by
predators, also does with the people everything which it wants, since people is
not the basis of authority for it, but only object for the enrichment and tool
for obtaining authority.
But authority, asserted thus, sooner or later, it is forced to show its true
nature. In last autumn, in Russia happened after all political crises, although
not completely obvious and not public in view of the administration of President
with KGBian past.
Crisis began from the criticism of the leadership of «Gazprom». Putin’s
apparatus of coalition did not maintain the process of further repartition of
authority. Everything began from the publication on the site of the opinion of
Gleb Pavlovsky, and also from the article in newspaper «Vremya Novosti», which
hint at complete career-disqualification of Aleksei Miller. This gave start to
public scandal and leakage of information, through which entered concepts, such
as «Sechin», «Piters’s State Security Agents», «banker Pugachev» and
others into the life of Russian. In reality, the discussion dealt with the fact
that new leader Miller, after arriving in «Gazprom», began to be oriented not
to Voloshin-Medvedev-Grefa, (command of dad of Karla) in one or another measure,
responsible for economic processes and state policies with respect to gas
monopoly, but to the Putin’s State Security Agent cadre reserve.
Together with this began attack of accounts chamber on some ministers, such as
railroad worker Aksenenko and customs officer Vanin. Minister- oligarch
Aksenenko - ideal candidature for prosecutor’s attack, since its ministry,
which during late Yeltsin's lifetime received official right of commercial
activity, is the certain symbiosis of oligarchic state governance and unique
commercialized monopoly. Michael Vanin is from the same clip.
Entire approach to the government occurred according to the model of the
dismantling of Putin’s epoch. The essence of this model consists in the use of
crotch between legitimate order of the country and available «gray» order of
its real life. Here comes, let us say, attorney into the department of Aksenenko
and after acquaintance with some documents hints in the television transmission,
that Aksenenko is suggesting complexes. «Certainly!» - grateful spectator
agrees. Well, and when another attorney confidence reports to the same
television auditorium, that custom-house - also puts in complex that
sober-minded Russian and completely thinks: «But really Putin does not want,
finally to conduct order?" As you see, method cheap and unfailing, i.e.,
classical KGBian.
Retaliatory attack did not force itself to wait for long: the old command of
papa Karla planned, that the assistant director of FSB, Mr. Zaostrovtsev covers
furniture trade. And everything becomes in its Russian places: prosecutor
process, furniture, customhouse, and FSB.
This
turn of events allowed Voloshin people to go over to attack, after declaring,
that the union of orthodox oligarchs and predatory State Security Agents is
critically dangerous for the native land and democracy. And it is correct - it
is completely dangerous, since after this stands the system crisis inside
Putin’s coalition - that whimsical combination of «authorities in the
invisible pursuits» and new, oligarchic managers, who ensured to Putin’s
project of the victory over nostalgic-utopian sovereign-municipal project of
Primakov-Luzhkov.
The
contradiction in the Putin’s coalition, which was skillfully hidden in the
folds of pre-election campaign, unavoidably and for completely objective reasons
was doomed to come out outside. So it happened. But transition from hands to
hands of prosecutor office, appears most shocking in this fight, which first
played the role of drive belt in the process of passing of property and
authority from the oligarchs of the first wave to the second, and it is now
ready to master one additional cycle of «restoration of capitalist legality»
already on the new figurants. Now already becomes clear, that question is not in
that, who possesses bore chink or winding, but in that, who manages to control
packet in the local administration, prosecutor office and other
checking-regulating-distributing instances. That is, the person, who possesses
real authority.
Tragedy is in the fact that Vladimir Putin cannot forego one of the quarreling
groupings inside his command. State Security Agents are necessary for him, in
order to be safeguarded from the iron embrace of oligarchic management,
oligarchs - in order to preserve relative effectiveness and stability of
civilian control.
All this shows simple truth – so far property is illegal - illegally state and
illegal authority.
But
Putin continues on the habit to guide by KGBian methods. Let us look at the fact
of designation of the speaker of upper
chamber, Sergei Mironov at least. Speaker Mironov was assigned to the new
post according to direct recommendation of the President Putin. And latter-day
speaker proposed to repair constitution first of all in order to increase
presidential period.
When this caused objection from the side of some politicians, President Putin
raised the noise and corrected speaker Mironov. And he said that he is not going
to change constitutions. But, which is characteristic, did not begin to remove
Mironov.
Or in the last year was aired hearsay about the possible passage of the Duma in
Piter. Parliamentarians were worried. How to leave from Moscow, from the main
feeding trough? And question was withered by itself.
Skill of releasing trial spheres, investigating public opinion, - old habit of
KGB. In the case of new Russian policy, it is multiplied by one additional skill
- to release between themselves quarreling clans. But in this fight no one of
them will conquer. The conquered clan immediately will be decomposed into two
quarreling halves. There is only one method to change the existing conditions,
namely: to tempt President by absolute authority. Since, having once destroyed
constitution, he will become the hostage of those, who welcomed it. So trader,
who ordered murder, becomes toy in the hands of thugs.
And here is important to understand this: the existing credit of confidence to
the President in reality is illusory. There are not such countries, where
population despise chiefs, hates militia, call clerks as bribe-takers, and rich
persons – as thieves, and at the same time idolizes the President.
They love the President as long as they consider him to be clean, and naive soul.
When the President becomes dictator, he picks up the monasteries of autocrat
together with the sins.
Dictatorship in the collapsing country is not bad due to fact that the authority
is given to one person, but because that this authority procreates thousands of
tiny dictators, beginning from the drunk colleague of RUBOP and ending with
compatriots of the President. From it numerous small bastard obtains dividends,
and a single person bears responsibility. And sooner or later everything ends
with even more terrible than dictatorship - riot.
