Russia
again attempts to gather the scattering colonies, the so-called countries of CIS
into the heap. Now and then, no matter, how is strange, that the former colonies
themselves help it in this. As an example to that can serve Azerbaijan, which
clearly is fit to begin on the Old Russian rakes, without being aware in the
fact that what will follow this. Let us recall that Soviet Azerbaijan was almost
only not subsidy republic in USSR, without considering Russia. All the more is
strange since present policy in Baku demonstrate political detrimental feature
and incapacity to use the potential, which there is in the country and
increasingly more are inclined to the so-called «center-oriented tendencies».
It is not secret that entire policy of this country completely depends on the
will of one person, who indicates the lack of development of state structures
and state system.
In principle, it is not our matter to thrust nose into the internal affairs of
another state, but as soon as from the state of the matters in the adjacent
state depend safety and interests, including your country, it is not possible to
remain indifferent to proceeding. But if one considers that the adjacent states
are placed in the category of friends, warning about the threatening danger is
their mutual responsibility. Specifically, because the Chechens on themselves
tested all charms of guardianship of the new Russia, they do not desire so that
the Azerbaijan people would pass through Russian hell.
Now about the nature of matter.
Since more than a month in Baku has been passing the so-called «Process
12» on Azerbaijani volunteers.
This process began to attract special attention in light of the
last events in the world. In this process, which from the criminal became
political, besides the Azerbaijan mass media, widely illuminates the most
attended internet- site Kavkaz-Center. With bewilderment as regards to law-court
in Baku speak simple Azerbaijanis. However, Chechen refugees locating in Baku
declare: - «Only in the terrible sleep could dream such, that brothers -
Azerbaijanis will judge only for the fact that they were decided to help Chechen
people escaping from the blood. Indeed this is the sacred debt of each
considerable person to help other, if that fell into the misfortune. Why Heydar
Aliyev allowed so shameful process, which degrades Azerbaijan as an independent
state?»
Out
of any doubt, is obvious the fact that Russia lost the first «Chechen campaign»,
as is obvious that any empire always intends to revenge. The network of plot
against independent Chechen state, Russia began to braid even long before
Khasavyurtov negotiations, since Russian from the very beginning was clear that
their military undertaking fell through, after the Chechens showed furious
resistance to their troops. Russians in no way expected this rebuff. In the
Kremlin, they assumed that after Fergana, Almata, Tbilisi, Baku, Ingush events,
their scenario in Chechnya will be repeated without special problems, and
Russian tanks will enter into Grozny as knife into oil. At first so happened,
but Chechen «butter» for the Russian tanks was wrapped up by unsteady quagmire,
from which Russian armada so could not escape.
«Russian tanks will burn as matches!» long before the assault of
Grozny, predicted President Dzhokhar Dudayev. So it happened in reality. Russian
army, destroyed and studded, left to lick clean wounds. But it is not far and
not for a long time.
For the sake of fairness must be said about the fact that the series of Moslems
of many countries of the world, including Azerbaijanis, according to their
capacities helped Chechens. This is what the mayor of the city of Grozny wrote
about the aid of Azerbaijani people, nephew of Dzhokhar Dudayev, Lechi Dudayev:
- «Azerbaijanis did not leave us even in the heaviest minutes; they helped
us more than they could. This war showed us, who are our true friends. With the
thought about the fact that Azerbaijan republic is to support us in the
misfortune, our souls will be overfilled with pride». (Newspaper «Panorama»,
May 7, 1999) But unfortunately gladness and pride of Lechi Dudayev as and other
Chechens were brief…
After the «first» war came euphoria of victory. Chechen soldiers and
commanders became the personification of courage, dignity and an example for
imitation. An example for the imitation became dangerous for the empire. And on
Lubyanka in the urgent order developed the plan of the preparation for new war. «Special-measures
on neutralization of the foci of separatism in the North Caucasus», thus
was called the document, which left from under the feather of Putin’s
ideologist from FSB, Alexander Dugin, the future leader of the All-Russian
motion «Eurasia».
In this specific case, we are not intended to sound this widely known
special-document. Those desiring can become acquainted with it on the web sites:

Our task is to indicate the connection of the theme with some points of the
designated document touched upon. For the beginning, let us report to the reader
about that all sensational crimes in Chechnya and kidnap of people, after which
stood and now stands FSB.
The basic theses of special-document are: 1st stage – «Information
isolation of Chechnya», 2nd stages – «Total
isolation». Further are described the methods, by which was possible to
attain the isolation of Chechnya, quite best of which is the kidnap of people.
Quotation: «Task of the first
stage was solved simply - in the beggarly republic is not difficult to find
people, who will want to earn money - a little more and immediately. This can be
made with the aid of journalists and colleagues of international humanitarian
organizations. They must become goods. In the following stage, all those,
who have money, must become goods. It is obvious that the greatest effect will
be obtained, if attack target become the neighbors of Chechnya». (Selected
by us).
The executors of crimes became frostbitten, selected by State Security Agents
from the criminals, including of the members of the Chechen organized groupings,
which fell in the network of FSB in the Russian cities and villages. One of the
chief organizers of abductions and unique coordinators of criminal- political
business was ex-mufti Kadyrov and of his form, Sulim Yamadayev, who are
specialized in kidnapping in Dagestan and Ingushetia.
As a result of active activity of Federal Security Service (FSB) and Main
Intelligence Department
(GRU), began to fall the image of noble Chechen soldier, and the independent
Chechen Republics of Ichkeria. Thus, initial target of FSB on the international
isolation of Chechen Republic was achieved. Russian management wonderfully
understood the circumstance that without the aid from abroad to the Chechens, as
how much they were courageous and skillful, it will be very difficult for them.
Russia for the second time unleashed aggression against freedom-loving Chechen
people. This time, cruelty and atrocities of Russian bands truly did not know
boundaries. It is today widely known that Putin returned the order for the
general destruction of Chechen ethnos. But the indefatigable cruelty of Russians
caused reverse reaction - the stormy explosion of the indignation of such degree,
that many simple people in the different countries of world again arrived to the
aid of the suffering calamity of Chechen people. And this occurred in spite of
total Russian propaganda, without grounds charged Chechens with the terrorism,
gangsterism, extremism, etc.
Then by Russia were urgently required prohibitive measures, by means of which it
would be possible to limit the inflow even of insignificant aid because of the
limits of Chechnya, which played more psychological role. Specifically, this
target had to carry out the criminal article of “soldier of fortune”,
included in Russian criminal legislation and which in haste moved to criminal
codes of some countries of CIS. Let us recall under the cover, what good slogans
Russians committed acts of the aggression in the world.
In Afghanistan, armed aggression was called «Fulfillment of international duty», as a result of which Russians
destroyed hundreds of thousands of Afghans, million converted into refugees,
after destroying Afghan cities and villages. After ten years, Russian aggressors
again appeared in the country ruined by them, but already under the
flag of Emergency Ministry, after
covering humanitarian action.
The first intrusion of Russia into Chechnya was called «Conduction
of constitutional order», which was finished by 120 thousand victims among
innocent citizens and destruction of more than 400 populated areas of Chechen
Republic of Ichkeria. The second Russian aggression was presented to world in
the form of the widely proclaimed «Counter-terrorist
operation», as a result of which was the destruction of 50 thousand
Chechens and practically complete destruction of remaining populated areas after
first war. Capital of Chechnya – Grozny (Johar), it is converted into the
ruins.
It is
known that in the first Russian-Chechen war of Russian mercenaries, there were
about 30 % among entire composition military servicemen. But the secondly -
mercenaries comprised more than 80% Russian bandit formation. It should be noted
that practically it is not possible to conduct division between Russian
mercenary, soldier, militiaman, employees of FSB and GRU.
So now the matter concerning notorious Russian soldiers of fortune, more
accurate by article №359 of CC (Criminal code) RF, whereas on which
Russian mercenaries according to the first part of the article must judge with
period from four to eight years, and on the second part - from seven to fifteen.
But they do judge? Not in any way! And more than that - they encourage!!
On the punishment for Russian soldiers of fortune, there can be no question,
since hired «workers of knife and axe» became part of the Russian army, its
blood and flesh, and obtain wages, rewards, combat, and to whom the highest
military and political leadership gave carte blanche to the frank robbery of
Chechen people.
In
this connection causes only regret that fact that some leaders of CIS on the
instigation and persistent demand of Russia, included notorious article about
soldiers of fortune in their criminal codes to the detriment of themselves. Such
happened in Azerbaijan, when on September 1, 2000, the criminal code of the
country secured article «Soldier of fortune». The
start of this article was explained by notorious collective security of the
countries of CIS, which was in exact figures vice versa in reality. No one again,
as before, recognized the concealed evil. Or no one wanted to recognize.
The
start of the indicated article in CC of the countries of CIS has great value for
Russia. Calculation is such, that now according to article about soldier of
fortune, none of the countries of CIS has the right to interfere in the affairs
of other states of CIS, sending there volunteers, who will be acknowledged by
mercenaries, which is criminally punished. However, for Russia, this position
does not act to simple reason, that mercenaries become the basis of Russian army.
Yes even to satisfy the position of its own criminal code, no one in Russia is
prepared for that.
As
we see, based on the example of Chechnya, this position of the matters, first of
all, it is profitable to Russia, in which are untied the hands, and which now
can direct orders to welcome it both in the Russian federation and beyond its
limits, in CIS, because Russia always acted in the manner which is convenient
for in any place. No one reproached never Russia in nothing, even when that
committed insolent and aggressive acts against so-called «independent states»
of CIS.
The
recent bombardment with Russian aviation of sovereign Georgia serves as the
completely fresh example to the aforesaid. When Edward Shevardnadze expressed
his anxiety on this unprecedented event of aggression, none (!) of CIS leaders
supported the Georgian President, although all present in Summit of CIS were
assured in Shevardnadze's rightness. «Process 12» taking place today in Baku
is advantageous, first of all, to Russia. The Putin scenario of the victorious
procession of Russian troops in Chechnya suffers from failure. The latest
Fuehrer of Russia rages...
The
Russian mercenaries, who even advertise their professionalism, nowhere, no one
judges, while, for example, Azerbaijan volunteers, who decided to help the
suffering Chechen people, urgently they wrote down in mercenaries and attempted
to condemn for this to the complete reel. Also no one attempts to summon
employees of American embassy, who recruit Azerbaijan veterans of Afghan war.
The
article of soldier of fortune included in the Azerbaijan legislation, first of
all, beats on the defense of this country, because trained and passed military
hardening in Caucasian war of Azerbaijan, mujahideen could become the decisive
force in the case of the renewal of military actions on the freedom of the
occupied lands. Combat comradeship and mutual assistance of Azerbaijanis and
Chechens, also could play not last role in the victory over the enemies.
Fraternal aid and solidarity of Azerbaijan with Georgia, could render the
invaluable role out of danger of adjacent state, but…
Still
much and much, «but». But situation meanwhile is aggravated, and Azerbaijan
risks to remain in the solitude before oncoming problems, in spite of the
advertising flights of Turkish aviation above the sky of Baku.
