agreement between RF and Tajikistan in 1999, in which were established
deployment conditions of Russian military units in the republic». Practically
for no one in Russian general staff RF is secret that the demand of Tajik is
connected with the development in Tajikistan of the subdivisions of the
so-called international military coalition and, first of all, USA.
According to the understandings reached, on the airfield in Kulyab will stand 40
combat aircraft of USA, France and Italy. For Dushanbe, as assumed in Defence
Ministry of RF, the financial side of a question has high value. For example,
for the take-off/landing of American aircraft, Tajik treasury already obtains
from 4 to 7 thousand dollars. However, Russia uses runways free of charge.
For
regulating of the unexpectedly emergent problem with the position of Russian
troops in Tajikistan, Moscow in the fire order creates the commission, into
composition of which will enter representatives of MFA and Defence Ministry of
RF but already today practically all more or less serious observers indicate
that the actions of Dushanbe with entire obviousness demonstrate failure of
Putin’s strategy on «equal» rapprochement with USA. Equilibrium in no way is
obtained. Difference in the weight financial-material categories between the
sides is too obvious, that to be not noted even in Dushanbe.
It is likely, that Tajik friends of the Kremlin decided, that now it is the time
to get rid of free boarder, which instead of cannon fodder requires too much.
Free chances in someone else’s territory, and furthermore constantly he
teaches how to live. Dushanbe in principle not against the «teacher», but in
all probability it prefers those, who not only teach, but also pay for diligence
in the instruction.
